The ability to create kingdom without a banner is available in 1.4.1 and beyond. Just go to clan tab then create a kingdom. Cant find "Create Kingdom" button on clan tab. I wasnt able to finish the main quest on time and still want to make one. I have a tier 4 clan and an imperial settlement but no create kingdom….
