You could also have an oil leak that's causing issues with the jakes., rotate engine to top dead center pin flywheel. intake valves 1-2-4 at .015 gap. exhaust 1-3-5 at .030 gap. jakes 1-3-5 at .033. rotate engine one full turn and pin flywheel and do intake valves 3-5-6 at .015 gap exhaust 2-4-6 at .030 gap. jakes 2-4-6 at .033 button it up and drive. that is if this is a single turbo cat c-15.
