Reactor won't use molten lapis unless it's actually cooling so you don't have to worry about wasting molten lapis. My current reactor is a 5x3x5 that's a central 3x3x3 block of reactor cells and active coolers on on the four sides.

With the redesign, it seems a reactor becomes tailored to a very specific combination of fuels.
