Ao Bai 💣 🐕 is the only character I would say is anything under S tier. I'll give him an A, but that's it . He can be very powerful but too many tier 3 ascensions are needed to make him reliable enough to duel wield, and who knows if that'll ever happen. I'd say he's like the cat. He mainly has two ways to get top damage.
