It just started doing this. I believe it's supposed to blink. My 98 civic hatch blinks red when the car is off and my 00 civic hatch blinks red when the car is off. Tape over it. Jokes aside you can't actually disable it. Lock it with the key in the lock. It won't arm the alarm though.
