Most bikes would be about 15V at 5000 rpm, but you need to find the specs for your bike. It could be that the meter is off, though. It sounds like your crankcase ventilator is blocked. The alternator is in the crankcase and blow-by from the piston rings will pressurize the case if it can't vent. I don't know the 800 engine, but a blowup of the engine should show you where the vent is. Good luck.
