Specifically this seems to apply to hunter needing knives and wood workers needing axes. You probably had other edible things in your food storage if you never cooked the meat for them, the ripe berries and most vegetables can be eaten raw by your villagers for example. Fourth thing is move all your houses (excluding farmers houses) first before production. In medieval dynasty it doesn't matter how far your villagers are from their workplaces (except farms) to still produce goods.
