I assume it is for genealogy purposes. My child was born in November 1991. I was married in January 1990. My child's birth certificate has "Father's Name" and "Mother's Maiden Name". It acknowledges (via the word "Maiden") that it is referring to the mother's name at birth, not her (possibly current) married name.
